Incorporating revenue loss and congestion cost into rail freight subsidy design: Lessons learned from the China-Europe freight transportation network

This study addresses the freight subsidy optimization problem based on a multimodal multicommodity network equilibrium model. Mitigating the revenue loss of the carrier and the congestion surcharge of shippers are considered simultaneously. The proposed optimization scheme is benchmarked against the currently implemented subsidy scheme to demonstrate its effectiveness.

Mitigating revenue loss and congestion surcharge by rail freight subsidy optimization in a multimodal multicommodity freight transportation market

This study particularly analyzes the impact of adjusting the tradeoff between the interest of the carrier and shippers in freight subsidy design. It extends to detail the efficient algorithm from our Transport Policy journal paper, providing its full mathematical formulation.
